LECTURE ON ‘AGGREGATION OF ADAPTATION GOALS AT DIFFERENT LEVELS AND SCALES: A CONCEPTUAL FRAMEWORK’

International Centre for Climate Change and Development (ICCCAD) in collaboration with the Department of Environmental Science and Management at Independent University, Bangladesh (IUB) organised a webinar on August 16th, 2021. Mozaharul Alam, Regional Coordinator, Climate Change for Asia and the Pacific Office, UNEP, presented his talk titled ‘Aggregation of Adaptation Goals at DIfferent Levels and Scales: A Conceptual Framework”. The speaker focused on how categorization of the adaptation goals should be taken at various levels which includes sectoral, geographical, national or systemic and how it requires that the institutions be earmarked, take responsibilities and allocated resources in order to pursue the set goals. These goals also need to be defined and included in the National Adaptation Plans (NAPs) as well as in the Nationally Determined Contributions of countries. The speaker also mentioned how the global level aggregation which is based on the country’s exposed system shouldn’t be compared to global aggregation and national aggregation because the circumstances and adaptation goals are widely different due to the spatial differentiation of climate risks and its impacts on sectors, economy and society.

Mozaharul Alam, worked for Bangladesh Centre for Advanced Studies (BCAS) and led the climate change programme. He also served the Ministry of Environment and Forests, Government of Bangladesh as a National Project Coordinator and successfully formulated National Adaptation Programme of Action (NAPA) following an inclusive process. He participated in climate change negotiations for more than two decades and coordinated the adaptation group of G77 and China during 2007 to 2009. He also worked as Lead Author for Working Group II for IPCC Fifth Assessment Report. He received an international fellowship award in 2006 for three years from the International Institute for Environment and Development (IIED) under the Climate Change Programme.

The webinar was the fifth episode in the series of lectures by renowned experts working in the field of climate change, climate policy, and sustainable development which aim to provide an opportunity to share knowledge and have discussions on important topics and issues relevant to climate change.

Professor Dr. Saleemul Huq, Director of ICCCAD introduced the speaker and moderated the webinar. The lecture was followed with discussion by two designated discussants: Danielle Falzon, Who is a PhD Candidate in Sociology at Brown University, USA and Prof. Mizan R Khan, Deputy Director and LUCCC Programme Coordinator, International Centre for Climate Change and Development (ICCCAD). The session was attended by a large group of both national and international participants from academia, policy makers, and representatives from development actors.
