LECTURE ON ‘CLIMATE FISCAL REFORMS IN BANGLADESH’

International Centre for Climate Change and Development (ICCCAD) in collaboration with the Department of Environmental Science and Management at Independent University, Bangladesh (IUB) organized an e-lecture on August 12th, 2021. Abu Sumon, a Climate Change specialist presented the second part of his two-part lecture series. Part 1 of the lecture

Mr. Abu Sumon have played an important role in taking forward the climate change fiscal reforms in Bangladesh. With over 20 years of expertise on a wide spectrum of development and management issues, he has led the formulation and adoption process of Climate Fiscal Framework, 2020 and a Local Climate Financing Framework, Climate Public Finance Tracking Methodology and integrated it with the Integrated Budget and Accounting System, globally known as IFMIS, of Finance Division, Government of Bangladesh.

During the part 2 of the lecture titled- “‘Climate Fiscal Reforms in Bangladesh” Mr. Sumon focused on the climate fiscal reforms that have been identified and how different these ideas and reforms are from 2014. He further elaborated the emphasis on climate funds, climate finance tracking and the roles of private sector, NGOs and CSOs. Professor Dr. Saleemul Huq, Director of ICCCAD introduced the speaker and moderated the webinar. The lecture was followed with discussion by two designated discussants:Mr Ranjit Kumar Chakraborty, Additional Secretary (rtd), Finance Division and Project Manager, Inclusive Budgeting and Financing for Climate Resilience (IBFCT) and , Deputy Director and LUCCC Programme Coordinator, International Centre for Climate Change and Development (ICCCAD).

Mr. Chakraborty reflected on Bangladesh’s climate budget report and how it is used as a medium to make our citizens aware of the government’s commitment to the cause.

Prof. Mizan R Khan highlighted the importance of the Bangladesh climate financing mechanism to make serious efforts on systems to be accountable and transparent.

The webinar was the fourth episode in the series of e-lectures by renowned experts working in the field of climate change, climate policy, and sustainable development which aim to provide an opportunity to share knowledge and have discussions on important topics and issues relevant to climate change.

The session was attended by a large group of both national and international participants from academia, policy makers, and representatives from development actors.
