Project Background: The increasing climate vulnerabilities worldwide underscore the urgent need to strengthen adaptation efforts from global negotiations to community led initiatives. In response, the Global Goal on Adaptation (GGA), established under the Paris Agreement and structured through the UAE Framework for Global Climate Resilience (UFGCR), provides a global framework to oversee and measure collective adaptation progress, outlining broad thematic and functional targets to enhance climate resilience. As the process of finalizing GGA indicators accelerates, it is crucial to ensure that these indicators reflect locally led adaptation (LLA) and community centered approaches, thereby promoting transparency, accountability, and climate justice.
To contribute to this effort, ICCCAD, under a two-year project funded by the Climate Emergency Collaboration Group (CECG), implemented the “Adaptation and Loss & Damage Support to LDCs” project. Under its Adaptation component, the project assessed existing GGA indicators, identified gaps in local relevance, and provided recommendations to make them more inclusive, LLA-based, and context-specific for countries like Bangladesh. It also produced a policy brief and a country-level assessment framework to align GGA indicators with LLA principles. Under the Loss and Damage component, ICCCAD supported the operationalization of the Fund for Responding to Loss and Damage (FRLD) and provided capacity and technical assistance to LDC representatives in the Transitional Committee and the FRLD Board.
By providing these outputs, ICCCAD ensures that GGA indicators become more inclusive and contextually grounded, bridging gaps between national, regional, and local adaptation efforts, and facilitating climate-resilient, community-centered adaptation planning.
