Project Overview

This initiative focuses on strengthening the linkages between locally led adaptation (LLA), the Global Goal on Adaptation (GGA), and Loss and Damage (L&D) finance, ensuring that the voices, experiences, and expertise of communities in the Global South are effectively integrated into global climate policy. The project  supports multilateral engagement, evidence generation, and knowledge sharing to enhance policy influence, capacity development of youth and emerging negotiators, and inclusive participation in decision-making through

  • Contributing to the UAE–Belém Work Program by providing evidence and technical input to integrate LLA into GGA, ensuring local-level insights inform global adaptation policymaking.
  • Advancing UN processes by establishing a regional platform that connects multilateral stakeholders, amplifies vulnerable voices, and strengthens evidence-based policy discourse.
  • Supporting LDCs and Global South actors in accessing the Fund for Responding to Loss and Damage (FRLD) through research, technical inputs, and observer engagement, enabling equitable advocacy and participation in climate finance decisions.

Project Components

The project operates across three interconnected components that address key gaps in global adaptation and L&D discourse:

  1. UAE–Belém Work Program on GGA Indicators

    Building on ICCCAD’s ongoing work, this component develops and validates indicators to track progress toward GGA targets, using a participatory, gender-responsive, and country-driven approach. The project provides continuous feedback, knowledge exchange, and collaboration with CSOs, party, and non-party observers to ensure alignment with global adaptation goals.

  2. Regional Platform for Policy Influence on Adaptation

    This multilateral network facilitates regional collaboration, evidence sharing, and policy engagement, focusing on the adaptation needs of LDCs in Asia. It amplifies grassroots voices, showcases the connection between LLA and GGA, and engages a broad spectrum of stakeholders—including UNFCCC bodies, UN agencies, INGOs, CSOs, academicians, and negotiators—to inform inclusive, evidence-driven adaptation strategies.

  3. Support for LDCs in Accessing the Fund for Responding to Loss and Damage (FRLD)

    By participating as a Global South CSO observer, ICCCAD provides technical support, research, and evidence generation to help LDC representatives advocate for equitable access to L&D funds. This work addresses resource gaps, strengthens representation, and ensures that lessons from the ground inform decision-making at the global level.

Together, these components ensure that community-led evidence and perspectives from the Global South are embedded in global climate adaptation and finance discourse. ICCCAD’s expertise in action-research, advocacy, capacity building, and policy engagement uniquely positions it to deliver this work, bridging local realities and high-level climate decision-making while empowering communities and emerging leaders.
