Climate change is increasingly generating irreversible and unavoidable impacts on human and natural systems across the globe. Countries such as Bangladesh, which are highly exposed to climate-related hazards including cyclones, floods, salinity intrusion, river erosion, heat stress, and sea-level rise, are already experiencing significant economic and non-economic losses and damages. These impacts threaten livelihoods, food security, infrastructure, ecosystems, cultural heritage, human mobility, and social well-being.
While adaptation efforts remain crucial, evidence increasingly demonstrates that there are limits to adaptation, particularly for vulnerable communities facing recurrent and slow-onset climate impacts. Consequently, Loss and Damage (L&D) has emerged as a distinct pillar of climate action alongside mitigation and adaptation. Recent international developments, including the operationalization of the Fund for Responding to Loss and Damage (FRLD), growing discussions around the Santiago Network, and Bangladesh’s efforts to establish a National Framework on Loss and Damage (NFLD) and National Mechanism for Loss and Damage (NMLD), have created a pressing need for enhanced capacity among researchers and practitioners.
Despite increasing policy attention, significant gaps remain in understanding methodologies for assessing economic and non-economic loss and damage, translating evidence into policy action, and accessing emerging L&D finance mechanisms. There is also a need to strengthen understanding of climate governance processes, international negotiations, displacement and migration dimensions, and institutional arrangements required for addressing loss and damage effectively.
To address these gaps, ICCCAD proposes a comprehensive capacity-building workshop that combines scientific understanding, research methodologies, governance frameworks, finance mechanisms, and practical proposal development. Drawing on lessons from previous L&D research workshops, climate governance trainings, and youth capacity strengthening initiatives, the workshop will equip participants with both conceptual knowledge and practical skills to engage in L&D research, policy, and programming.
